Port operations and surveys continue with the observance of social distancing and the wearing of masks. All crew is instructed to observe social distancing, particularly with employees of the Grenada Ports Authority.  The master of a vessel is required to make a declaration as to the status of the health of his or her crew and this declaration is furnished directly to the Ministry of Health.

Medical Assistance

Any person within the state of Grenada is eligible for treatment for any illness and a suspected case of COVID-19 aboard a vessel would be subject to testing and treatment in the same way

Crew Changes Allowed?

Crew changes are permitted in accordance with the national protocol for entry into the State: Quarantine (COVID-19) Regulations SRO. 58.

The Grenada Ports Authority has no additional mechanism or framework in place for quarantining or testing of seafarers.

Summary of Advice

22 February 2021: In case that a positive COVID 19 seafarer is discovered on board a vessel a PCR test is required for all the crew and there are two possibilities of steps to follow:

1) That the infected seafarers be disembarked and confined to accomplish the quarantine period (usually 14 days) ashore, the on-signers who would replace the infected members of the crew have to follow the steps as described previously for “crew changes”. In case that the entire crew is disembarked to accomplish the quarantine period ashore, the vessel has to be sanitized before the new crew goes on board.
After the period of 14 days a new PCR has to be practiced in case that the result is satisfactory, the affected member of the crew might be released and repatriated.

2) That the vessel with her entire crew on board remain in quarantine for a period of at least 14 days, once this period is elapsed a new PCR test is practiced on all the crew in order to know about their evolution, if the results of this new PCR tests are satisfactory for the Health Authority, the vessel is sanitized and she can continue with her operations.

Moctezuma & Torre Abogados advise that port activities are steadily improving as customs and other authorities resume working at full capacity. Courts are now completely reopen with all hygienic measures implemented.

Medical Assistance

Correspondents P&I Services Mexico advise of difficulties of disembarking crew. Similarly, Pinedo Agogados share experience that the Harbor Master’s Office (Capitanía de Puerto) jointly with the International Sanitary Authority (Sanidad Internacional) have declared that they do not have the necessary infrastructure to guarantee an infection-free disembarking process and therefore, declined requests to disembark crewmembers suffering from non-COVID injuries and illnesses. The authorization to disembark or not is largely dependent on each Mexican port’s authorities.

COVID-19 Vaccination requirements

No information on seafarers COVID-19 vaccination requirements.

Crew Changes Allowed?

Crew changes are permitted for local and foreign crews.

On-signers

On-signers have to arrive to the Port where they intend to board the vessel with enough time to spend at least 3 days confined in a hotel, after this period is elapsed a PCR test is practiced, if the result is satisfactory, the seafarer can board the vessel once the standard formalities are completed.

Off-signers

Off-signing crew are commonly put in a hotel after they leave the vessel and a PCR test is practiced, if the result is satisfactory, they can board the airplane and continue their journey back home.
