Latest Covid Outbreak Causes Congestion Chaos in South Vietnamese Ports

Congestion at South Vietnam's ports is deteriorating as a result of the country's newest Covid conflict. On Sunday, Ho Chi Minh City (HCMC) and the 19 other cities and provinces that comprise the southern region are expected to face prolonged lockdown for another two weeks.

Saigon Newport (SNP), which manages the Tan Cang Cat Lai inner-city river terminal in HCMC, informed clients this morning that the epidemic has "significantly affected" industrial operations.

This has had a detrimental effect on the operations of the Tan Cang Cat Lai terminal, and there is a considerable possibility of backlogs as a result of the slow pickup or release of import containers, SNP added.

The terminal operator urged carriers and shippers to "expand" container pickups in order to alleviate yard congestion and support Cat Lai's "regular receiving and handling capability of impending ship calls."

Additionally, it cautioned of diminished transit capability between Cat Lai and Cai Mep, the adjoining deep-sea port complex.

Likewise, Seko Logistics reports that drivers traveling between provinces must produce negative Covid test results within three to seven days, while Maersk reports that the cut-off time for cargo at Cai Mep has been shortened to 72 hours, further lowering available truck capacity.

Seko noted that the manufacturing scenario in HCMC, Binh Duong, and Long An provinces is deteriorating, with over 1,800 Covid cases reported in factories and industrial zones.

Hamza Harti, Vietnam managing director of French third-party logistics provider FM Logistic, stated that stock levels were rising and accessible warehouse space was becoming "very tight in the most major industrial parks."

He noted that the recent social distancing order had resulted in a "human resource scarcity in some circumstances," as warehouses are required to maintain personnel on-site or provide dedicated housing nearby.
